Are the scales based on all the shipments combined?

No, for each type of shipment (parcels Netherlands, letterbox parcels, and parcels Europe), you are placed in a specific tier. Returns, both parcels and letterbox parcels, are counted in the relevant tiers. For worldwide shipments, pallet shipments, and digital stamps, we do not use tiers.
